Apparently WV has a high level of religious belief and attendance, but low levels of adherence.  Heavy emphasis on belief but not belonging I guess.

WV has a long history of not being very religious, which was one of the many cultural distinctions from the south that existed there for a long time. As the area has become more "southern," people have adopted to the more religious values and culture, but do not necessarily adhere to churches.

Worth noting that this map only tracks adherents to a specified list of particular religious bodies.  "Independent", unaffiliated churches don't get counted, which artificially depresses the numbers in places like Appalachia and Indiana.
