Considering that the Obama administration has approved drilling in the Arctic over the protests of their environmentalist supporters, it's a fair question to ask.

Seeing as Rachel Notley opposes it and the oil industry is not financially secure enough to stump up for big investment projects, probably not.

I don't think Obama is holding it off for so long just to approve it down the road. I think he honestly disapproves of Keystone, and he just didn't want to give a hard no for fear of backlash. Now that he has low oil prices and Notley to cover for his decision, I expect the project to be buried soon.

honestly I wouldn't have minded Keystone being passed as some sort of compromise bill (like increased royalties from fracking on federal lands or a national renewable electricty target), but in the grand scheme of things the pipeline is way overemphasized in terms of importance.
