Comparing the favorably ratings of a sitting President and a former President is also bollocks, and you know it. People become more popular when  they leave office because in Bush's case he isn't presiding over an economic disaster anymore.

The one magic number you seem to forgot with Bush is 22%

What people are missing is the GOP base is become more nationalistic and less conservative in the 1980s sense. Less free market.

Fewer and fewer conservatives get animated about the flat tax, lower capital gains tax rates etc. Fewer conservatives object to raising taxes on hedge fund managers. Free trade is dead. Conservatism is increasingly anti-big business.

I should also add you dont hear the name "Jack Kemp" anymore. No one cares about Enterprise Zones or the Ownership Society (The Ownership Society is risky when the rules of the game are rigged by Wall Street).
