It's good that you have consideration for the effect upon your teachers if they were punished for their students' performance. That said, NAEP never has provided results at the individual student level. That's not what it is for.

I think repeating a grade should only be done in Kindergarten or with the intervention of administrators, parents, and teachers.  And then only if summer school or make up sessions are not possible/also fail.
