Just as the immigration restrictions passed by congress in the early twenties were 'pure fascism' (in spite of the fact they were introduced by the vote of a democratically elected body).
Not really, given that fascism is almost an inherently anti-democratic ideology that eschews democratic methods to implement it's goals (well, fascist and fascist-inspired movements have hijacked legislatures to rubber stamp their policies, but that hardly makes them democratic). The congresses of the 1920's, say what you like about their members, were democratically elected bodies (well, maybe that's a bit iffy in parts of the south, but otherwise) voting for perfectly legal legislation. Sure, you can call it nativist and whatnot, but to call it fascist is simply a misnomer.
