Los Angeles didn't permit any part of buildings other than decorative towers to be more than 150 feet high before the late 1950s. So from its completion in 1928 until 1964, the City Hall, at 32 floors and 454 in height, was the tallest building in LA, and is still the tallest base-isolated structure in the world. It is designed to stay standing after an 8.2 magnitude earthquake.

The source either left off the unit of measurement, which would certainly be feet, or more likely used the convention of 454' meaning 454 feet and the quote mark got stripped from the quote at some point.  By that convention 5 feet 2 inches is written 5' 2".
