I would have to lean towards the first option. Given Kasichs strength in Northern Kentucky, I would estimate he has a decent shot in OH.

Perhaps the Governor v Senator difference makes a difference, but I feel like the people of FL 1) may not like Rubio that much and 2) probably dont have much allegiance to him given the states electoral diversity and his short tenure in office.
