If a cop pulls you over (we'll say for speeding), and asks to search your car for drugs and you say, "No."  Does that give him probable cause?

I said no, as that was my understanding of the law, but my rommate's arguing the opposite.

Can somebody give me a definitive answer and cite somewhere tha addresses this (other than the 4th Amendment - I'm looking for a specific example).
