I think what we should do is work towards abolishing all nuclear weapons. The presence of nuclear weapons is a grave threat to the survival of civilization. Nobody should be able to own them, especially the State who has the power of mass force and coersion.

I don't think they would be as threatening if they weren't in State hands.

They'd be less threatening in other hands? Like whose?

what's the worst that can happen?  Extremely dangerous viral agents too, there's no way an individual could do anything worse than the state is already doing.  In fact, the individual possessing nuclear weapons could help check the state.

Since it's pretty much impossible to use a nuclear weapon without killing (usually lots of) people, I'm going to have to say no.
