I don't see it passing the House.  The line in the sand that the GOP has drawn is that there will be a reduction in spending.  That said, a short term continuing resolution that makes a mild across the board cut in discretionary spending might pass the House.

Doesn't really sound like an alternative, just a backup in case the budget talks are stalled for too long. It'll only freeze spending at current levels for a month.
