Well, yes, I think that's an accurate statement.

(Also "schwul" just means gay, not fag, like when the Berlin mayor said "Ich bin schwul, und das ist auch gut so." Fag is "Schwuchtel." Of course I don't know what the actual Russian word he said was.)

Oh, also, the wording is because Lukashenko is apparently mildly stung at Westerwelle referring to him as a "dictator" (which he is, of course, but which he usually isn't referred as in polite officialese.)
