Peter Bell and I go back.  Waaaay back.  All the way back to the Progressive Party... and of course the days when he was Lord High Excecutioner and I was JFK YouthKorps head *chuckles* But now, I am very proud to introduce to you the former Attorney General, and the next member of the Fraternal Order of Governors*, Peter Bell!

Thank You Governor,

Today we are here on the boundary of the Beaver Creek Wilderness here in Kentucky. Beaver Creek is home to many species of hardwood trees, and in the Mideast there is a lot of industry concentrated around lumber, especially hardwood trees. Problem is, that many of the hardwood trees get exported out of the Region because we don't have the businesses in the area to help process them into furniture and the like. Today I announce to you that my administration would attract businesses to the area to fill this void and help stimulate the local economy. To this end I announce that $10 million will be appropriated to attract paper mills and furniture makers to the Mideast via tax break incentives.

I will also be fighting to reinvigorate the economies of cities such as Flint, Michigan where the manufacturing industry has found it can no longer be productive and unemployment continues at high levels. For this, I would appropriate $20 million that will be allocated to rundown cities so that they could offer grants to new small businesses and attract larger businesses back into the area.

Finally, I will be allocating a further $20 million to our great Universities, such as James Madison University in Virginia. This money will be used to fund grants for companies that wish to conduct research pursuant to Clean Energy technology, I will also urge the federal government to specifically direct some of its research budget towards this goal. This will benefit our Region, not only because it will help give us cleaner energy, but also because the students at our universities will have access to those on the cutting-edge of research in the field, allowing them to develop expertise that will ultimately benefit the economy.

I've said that I won't be making unfunded promises, so here's how these three steps forward get paid for:

I will review the tax code of the Mideast in an effort to simplify it, whilst keeping the system revenue-neutral; This will not only make it more comprehensible for everyday citizens, but also will reduce the costs associated with the bureaucracy of complicated tax relief. I will reduce or abolish tax relief for companies who engage in questionable employment or environmental practices, thus freeing further money up for needed economic invigoration.

Finally, I will also levy an additional 5% tax on tobacco products. Tobacco does nothing to help its users or its communities and only benefits CEOs who run them with little moral conscience toward their actions. The state has a duty to help protect its citizens from these moral evils and to this end I will discourage citizens from smoking by taxing the products more heavily. Once the $50 million has been extracted, the remainder of the revenue gained will be pumped into paying off the debt.
