You can explain this by the mear fact that the non-auto unions are increadibly shrinking and the auto unions are not whereas they got the bailouts and most minorities including blacks belong to non auto unions. So, the bailouts worked but not for african americans. By the way the lion share of blacks were against the bailouts in the first place. Union outside of corporate jobs pay the most money.
