They also claimed that the legislature "did him no favors" by  working very hard to find the only conceivable way West might be kept in Congress despite the fair districts amendment - which includes keeping the 18th marginal so that Tom Rooney had an incentive to clear out of it into the 17th.
Of course, that meant that

West has moved to the one district in Florida where his eccentricity could make the difference between winning and losing.
