What if 3/5 regions pass one amendment, then later on 4/5 regions pass a similar amendment that is "better", and then a fourth region later ratifies the first amendment? What happens then?

"Better" is subjective, is it not? I don't see why we have any right to determine what hypothetical Amendments are better than what under a system that doesn't exist yet. This is a weird and convoluted what if scenario that would probably be years in the making and that I'd be willing to bet all my possessions on literally never happens. If you like, we could make a region's ratification only valid for a year to bring the likelihood of that happening down from .8% to .4%. It is, regardless, a peculiarly specific reason to oppose this.

I would imagine at some point during the debate process there would be a means of preventing that from happening, whether that be someone popping into the debate to inform them if they're innocently ignorant of what happened, or another region could rescind ratification. We could include a "buffer" of time before a ratification goes into effect, just in case another region wants to react to it. Again, though, I feel like these are all safeguards for something so incredibly specific that the chances of it happening at all are years down the road and astronomically small.
