It kind of does.  ENDA has hit the point of non-controversiality that it would pass the House overwhelmingly if Boehner were to let it come to a floor vote.  Democrats blew their chance to get this done in the first two years of Obama's tenure and it's going to likely take until the 2020s to pass as a result, solely because the House leadership doesn't want to give the Administration a victory.

ENDA was NEVER controversial (in fact, most people think it's already law). The fact that it still hasn't been passed is pretty sad.
