Tough one. Contenders are Attlee (for competence), Wilson (for presiding over the liberal reforms), Foot (for being ideologically in line with myself and for being a good guy in general). I have some deal of respect for Gaitskell, Callaghan and Smith too. Kinnock, Blair and Brown are definitely least favorites.

I'll go with Foot.

It seems very difficult to compare those who never came PM with those who did. We also have to disentangle the people with the people around them. Wilson for instance was rather cynical of the liberal reforms which were more a bunch of backbenchers propped up by Roy Jenkins. Also, Foot despite being an admirable man, was a terrible leader, wholly unsuited for modern politics.

I really can't say. Attlee seems like the most logical choice for obvious reasons.
