Hard to say. I would name Canada, Denmark, France, Norway, Sweden, UK and USA as worthy contenders.

Let's play some devil's advocatory against a common suggestion.

Norway is essentially a crack dealer not touching his own product but growing fat off selling his product to the rest of us junkies (a plan that now aped by the SNP). The country is also curiously insular - even for a Scandinavian nation. In fact, the mentality reminds me of a resource rich version of Japan. (And of course, the suicide rate is pretty alarming)

Norway has a lower suicide rate than the United States, Germany, France, Sweden, Austria, Belgium, etc.
