After each redistricting cycle, all 441 House members (435 voting representatives and 6 non-voting delegates) gather in the chamber to draw numbers from a large bingo-style cage.

If a member draws an even number, their seat will be up for reelection to two four-year terms, followed by one two-year term. If a member draws an odd number, their seat will be up for reelection for one two year-term, followed by two four-year terms.

Example:

At the beginning of the 2011 session of Congress, a member draws the number 147. This means (s)he will stand for reelection in 2012, 2016 and 2020.

Another member draws number 82. This means (s)he will stand for reelection in 2014, 2018 and 2020.

In 2021, this process is done again, such that half of House seats will be up for reelection in the decade's presidential election years (2024, 2028) and the other half will be up for reelection in the non-presidential election years (2022, 2026). All seats will be up for reelection in 2030 (which in this case is a non-presidential year, but would be in 2020, 2040, etc).

Ideally, this would achieve the following:

1. Allow House members to be more deliberative in their votes and spend more time tending to their constituents' needs and less time fundraising.

2. Mitigate somewhat the structural advantages the two parties have in presidential versus non-presidential years.
