Maybe quite big winter coat weather, but I would consider 59F/15C jacket weather, especially if there is no sun. Really, my ideal temperature is something like 80sF/27-32C.

Minneapolis

Madison has tired a number of times to get light rail, but we usually get shutdown by the state or the suburbs (while they vote heavily Democrat in Federal and State elections, are very conservative in local elections).  

To answer the question:

Madison > Minneapolis > Chicago > Atlanta > Sioux Falls

Chicago, IL easily take the big city closest to Milwaukee. Madison is really just a big college town that thinks it's hot stuff but is really just provincial compared to Milwaukee.
