Yeah, the figures here are very negotiable (and the figure might be low, although market value may also be low for what this is geared for), but I'm reviving the parks issue to include an opportunity for poorer towns to renovate old buildings or empty lots who have largely seen well-paying blue collar and manufacturing jobs decline or evaporate. Parks may be included.

$25 million does seem on the low side for a project like this, though I do think it holds a lot of potential. I think either an increase in total spending or targeting fewer cities with this initiative could make it more efficient and useful.

I basically put in here the stuff that I want, so I'm open to what you guys want to do so long as we do not bust the budget. If anyone wants to add criteria beyond what I have, I'm okay with that too.

Could we put something in here so we're not paying cities to clean up old land and convert it into luxury apartments, which are then sold on the foreign market. Or even the city just selling off the land in 1/2 years time

Assuming the target of this initiative is not Philly/NYC/Boston, I don't think high rents or property being bought up by foreign investors is something to be too worried about. A lot of the smaller cities of the Northeast still have a way to go before they reach the problems of our more desirable cities.
