I know several social conservatives who support tobacco tax hikes to discourage immoral behavior and Democrats who want more revenue feel the same way.

A lot of things involving the phrase 'to discourage immoral behavior', at least when they aren't about sex, play out this way. Which I think is a special case of what DC Al Fine just said.

It sometimes even happens with sex, such as some feminists views on prostitution and pornography.

The Icelanx strip club laws come to mind.

Utah reduced homelessness by giving homeless people er... homes. Is there any Dem state with something like that?

Prison reform type policies.

Heavily white states with low-crime like these policies, so we've got Vermont and Utah on board.

Heavily conservative Southern states like these policies because their legislatures are comprised of fiscally conservative Republicans and black Democrats, who both tend to like these policies.
