and of course what they are lobbying for is generally bad for everybody.  More spending, higher taxes, more regulations....and don't they already have lobbyists (ya know, elected officials) in the state house?

This is a side effect of cutting Federal spending. State governments had to slash their budgets too, and who do you think that hurt after they had to downsize?

State government policy impacts county and municipal governments.

Is it such a shock that they, like businesses, unions and other interest groups who are impacted by state government, would try to lobby that government for favorable policies?

There is no big blob called "government." There are multiple levels and jurisdictions of government that have different and often competing needs and goals.

I think that my local jurisdiction lobbying my state officials is a great use of my tax dollars.
