Any place that has either effective control over the land it claims or the populace support being an independent country
I don't know if them's the words I'd use, but that's the gist of it I'd imagine.  Most of these are countries even if not recognized by everybody (or anybody).  If you control land, say you're a country and nobody comes along with bigger guns and tells you you're not a country...then you're a funking country...."recognition" or not.  Especially if you've got a functioning currency, a postal system, cops, judges,etc.  It doesn't really matter if London, Moscow and Cairo doesn't think it's a country.

and we should recognize anybody able to do that.

Puerto Rico very much doesn't want independence. Statehood is the only option that makes sense there.
