Curious to hear arguments for each side. I'm not sure exactly which side I agree with but I lean towards privately owned.

At the risk of sounding like a moderate hero, they should be government run enterprises. Totally public means too much political influence, and pension/infrastructure gets kicked down the road. My city has been burned by this.
