Is it because of the emphasis on black Americans, etc?

Probably part of it is cultural assimilation into America. Some is that most of the attention seems to be around getting high turnout with black voters, and swing back WWC voters, as well as white suburbanites. Some have also probably become numb to some of Trump's racists rhetoric, so now saying "build the wall" and calling Mexicans racists is just the norm. Many Hispanics are culturally conservative, and are profoundly religious, but vote D because "racism". Winning the group by these large landslide margins is on borrowed time for Ds anyways so I'm not surprised.

He's not.

His lead in the NYT/Siena poll is +39.
Fox poll is +40.
YouGov is +34.

Hillary won by 38% in 2016. Dems won by 40% in 2018. Biden seems to be doing about the same, and that's with undecideds still out right now.

I've never blocked anyone, but the posters who seem intent on exaggerating social issues with no real basis in reality make it tempting.

It is not a false narrative, I have not seen a enthusiasm about voting from Latinos.

We simply don’t know for sure he is underperforming with Latinos, but if he is, there are probably a number of reasons.
First, he simply isn’t courting them in the same way he is actively targeting black voters and progressives. This obviously will change if his VP is Latino/a, or if he really makes a strong effort in Latino communities, although currently he seems to be somewhat ignoring this demographic relative to others.
Second, Latinos skew younger. Younger people are clearly not Biden’s overperformance demographic, and awhile Biden is actively trying to make inroads here, there still possibly could be a gap.

Finally, for the Latinos who care about immigration rights strongly (believe it or not, plenty don’t)
Biden’s association with the Obama administration isn’t exactly a strength. Obama’s murky record with ICE and deportations probably doesn’t play well.

Of course, it’s too early to tell whether Biden is “underperforming” with Latinos, and we won’t know until November.

This is a media narrative- yes, Biden was under polling with Latinos due to bad outreach and baggage from the Obama Administration's deportation record. But he has upped the game on Latino outreach now advertising in Spanish media in Arizona and in Florida and also is focused on Latino outreach in Pennsylvania and Wisconsin. To be honest, I feel the debates are to blame for ignoring Latino issues in favor of other issues primarily which angered a lot of Latino activists. The fact that none of them mentioned Venezuela in their Miami-Dade debate was a huge misstep. Democrats need to work hard at engaging all of the different Hispanic communities which are not monolithic. Cubans, Venezuelans, Puerto Ricans, Mexicans, Columbians, Peruvians, Nicaraguans, Argentinians, Hondurans,  etc are all different in one way or another. Biden is starting to do that with ads tailored to different Hispanic groups.

Trump's brand of masculinity and "family patriarch" persona play well in certain corners, this includes many Hispanics.

Siena College/NYT shows that Biden is doing better than Clinton

And another one by CNN shows Trump doing even better than McCain among Hispanics.

If anything, it's because most Latino voters are Millennials.

Biden is outperforming Hillary with young voters, so that doesn't make sense.

Latinos tend to underpoll, possibly because of the language barrier.

I think for a while Biden did have genuine problems with younger voters (which would've hurt doubly with Hispanics), but the last few weeks have been moving back towards Biden.

AZ, TX and FL are battlegrounds and IL, CA, NY and NJ are solid blue states where Latinos are at.

Puerto Ricans speak English and Mexicans dont that's why it took a long time for AZ, CO, NV to transition to Dems

IL, NY, NJ and FL are where PR live. The rest are Mexicans language barriers

Because the polling has never been that good. The same was said of Obama in 2012 and Hillary in 2016. Latino Decisions usually do a good rolling poll later in the campaign.
