I was reading this NYT's piece today, and this line in particular stood out to me:

From what I understand, I thought appropriated funds could only be used for the purpose they were appropriated for. Isn't it illegal for Trump to "shift" appropriated fund to the construction of his wall if that's not what Congress appropriated the funds for?

Am I misunderstanding something or is this EO likely to be challenged in court?

It will be confirmed by Congress soon enough anyways, I think he just wanted it to show his supporters he's doing all he can to push it through now.

The EO is probably shifting funds appropriate to DHS or ICE that were going to be used for another purpose but which the authorization language is broad enuf to permit the shift.
