Buchanan didn't run for another term because his first was a disaster and he was already sick and tired of the office after the four years that he had.  I can't imagine a simple change that one could provide that would entice Buchanan to run again.

There wasn't a chance in the world Buchanan would have run again, for two reasons: first, he couldn't get out of office fast enough because he saw the war coming and wanted no part of it; second, he had no chance of getting the Democratic party nomination even if he had run.
