If not Risch, Simpson is most likely, and then one of the lower statewide office holders. I'd imagine Otter's list probably looks something like this:

1-Risch
2-Simpson
3-Some downballot office holders/legislature leaders
4-Every other single registered Republican in the state who is not Bill Sali
5-Bill Sali
