PropositionsLegalization of ProstitutionSection 1: Findings
1. The criminalization of consensual sex in which money is paid for participation in the sex act is a violation of civil liberties.
2. The regulation of legalized brothels will allow for an increase in public safety by mandating tests and protections against sexually transmitted infections.
Section 2: Legalization of Prostitution
1. No law shall exist criminalizing the act of paying for participation in a sex act.
Section 3: Limitations
1. Local governments shall have the right to regulate the prostitution industry, including for health and safety purposes. Such regulations may include, but are not limited to:
* Requiring use of a registered location while engaging in business (i.e. forbidding 'street work');
* Requiring mandatory drug and venereal disease tests;
* Mandating use of contraceptive devices during business activities;
2. Where no local regulations exist as per Clause 2, the following regulations shall be followed:
* All prostitutes shall be required to utilize condoms during vaginal or anal intercourse.
* Prostitutes shall be required to obtain testing for venereal diseases, including HIV, once a month. If a venereal disease is detected, the prostitute is forbidden from seeing further customers, until and unless the disease is no longer present or is in a noncommunicable stage.
3. The government shall have the right to tax the services given by the prostitution industry in applicable areas.
Minimum Wage IncreaseThe minimum wage in the midwest is hereby $7.15/hr, and shall be increased in accordance with inflation. The governor shall decide upon the necessity of a raise, and the size of one, every two months. Shall the people be unhappy with his/her decision, they can, with signatures from 20% of the population, introduce different increases, which will then be voted upon one week after thier request to reverse the governor was validated. These duties will be removed from the government upon the update of inflation numbers in Atlasia, in which case minimum wage will be increased in accordance with inflation. The people will still have the right to update the minimum wage if they feel necessary.
Removal of 2nd Trimester Abortion LawsAny bill or part of a bill that restricts the ability of a woman to get an aboriton in the second trimester is hereby repealed.
End to Forced Patriotism BillI. Any bill or part of a bill that forces people of the midwest, in any occasion, to recite a pledge of allegiance is hereby repealed.
Abstention LawAbstains in all regional elections shall not be counted in the final tally when a majority is necessary. The abstains shall, however, be used to record activity of a voter, when necessary.
Validity of Abstaintions [sic] Amendment (I)Section 1: With regards to votes on regional propisitions and constitutional amendments, abstaintions shall count in the election.
Section 2: An absolute majority of "yes" votes shall be required for the passage of the regional proposition or constitutional amendment by the Midwest Region.
Section 3: If the caster of the abstained vote does not wish for his/her vote to be counted, they may clarify that on their ballot.
Validity of Abstaintions [sic] Amendment (II)Section 1: With regards to votes on regional propisitions and constitutional amendments, abstaintions shall not count in the election, but will be recorded for activity purposes.
