Not quite. You should read Bill Paxton's The Anatomy of Fascism; he seems to think that Salazar was "merely" an authoritarian, and he responded very negatively to the Movimento Nacional-Sindicalista, eventually dissolving it in 1934.
Einz, I have heard that and you almost certainly know more than me about it. I was going with what I'd heard...which is an often necessary, but sometimes unfruitful, proposition.
Perhaps that was just my impression because Hitler and Mussolini both courted him. Which definitely doesn't make him Fascist. They courted the Finns and Turks, too.
