I have a few item to discuss with you today.

The first is with regards to Sudan.  Thanks to the leadership of this President and this administration and the trust placed in us by the Senate, we have ended the genocide in Darfur and re-ignited peace negotiations between Sudan's gvernment and its rebel factions.  The threat of force by the US convinced the faacists in Khartoum that it was better for them to back down than face US military force.  I congratulate the Senate in particualr for its overwhelming bipartisanship in passing a resolution granting use of force.  This put us over the top and brought an end to the genocide in Darfur.  Make no mistake about it, though, this country will not tolerate the Sudanese government going back on its word.  If they reignite the genocide in Darfur or the Civil War, we will not hesitate to act.  The $25 billion approved for military operations in Sudan will not be spent since there was no war.  Deploying our forces cost $2 billion, but the rest will be returned to the treasury.  For their aid in this operation, we are forgiven all debts owed to the US by the governments of Chad and Eritrea.

As for the Hamburg shipping line incident, the destruction of the Hamburg Trinidad has compelled the US government to ban all Hamburg Arabia ships and all other ships from lines owned by Ali Spenda Moni from US ports.  This is a shady character, and his operation is very suspicious.

Finally, the 7th and 24th Army Divisions are going to be formally re-entered into the force structure of our military on August 15.  This move will greatly relieve the strain put on the military by the Iraq occupation.  We're working on that too, don't worry.

As a left over detail from my time as GM, let me just say that due to funding delays, and time to get up to speed once assembled, I wouldn't have had those units avaialble for use so soon.  The timeframe I would have had in mind would be:
7th Division, 1st Brigade : Ready to deploy 14 August
"", 2nd Brigade: Ready to deploy 7 September
"", 3rd Brigade: Assembled: 14 August; Deployable:  14 September
24th Division, 1st Brigade: Ready to deploy 28 August
"", 2nd Brigade: Ready to deploy 7 September
"", 3rd Brigade: Assembled: 14 August; Deployable:  14 September

But we got the $25 billion, and surely we won't need all of it to cover the cost of the operations in East Africa.

Yup, but you can't build divisions from scratch.  Once the money became available the clock could start ticking, but it still takes time to assemble the men and get them working together.  The two new divisions actually could be deployed as soon as they are assembled, but IMO  they wouldn't be up to the usual US Regular Army training standards until the dates I gave.
