Abraham Lincoln
Theodore Roosevelt
George Washington
Harry S Truman
Ronald Reagan
John Adams
John F. Kennedy
Richard Nixon (judge purely on the basis of his performance in office, his effects of The Presidency have been pretty bad, but LBJ helped out alot there, too)
Thomas Jefferson (same as with Nixon, I think Jefferson had a negative long term impact on the country in some ways)
Franklin Roosevelt

And just for fun, the the rest of my Top 15:

William McKinley
James Monroe
John Q. Adams
Gerald Ford
George H. W. Bush

I think its funny that so many people, who call George W. Bush a terrible President, in part because of his "illegal war" think that Polk belongs anywhere near the Top 10.
