The war in the Balkans starts for some other reason.  (Bosnia's position was untenable)

Ferdinand was in the dovish camp, so his continued presence might've been beneficial.

Franz Ferdinand's death was the trigger on all this. The key difference would have been the governments of Russia and Germany.

Ferdinand's assassination wasn't so much a cause of WWI as it was a trigger. Someone else would have done something stupid to start a conflict. The main differences would have been timing and the area in which war would first have broken out.
