The assembly should go through as it has the votes, either now or a special vote next week. Imagine if CA's Prop 8 only passed because of some technicality that through out a few thousand votes or something. It would be one of the biggest outrages ever.

Florida in 2000 would be a better example.

How do we make sure it doesn't hit the moon?

Once construction has reached the point that the statue is high enough, I expect the moon to be broken up and used as building materials. Granted this may have some effects on the tides and whatnot, but considering it's a statue whose height exceeds our planet's diameter by many times I would imagine that the gravitational forces generated by it would cause such things anyways. The good news is that the new situation will bring about the need for new technological innovations, thus creating high paying jobs for researchers.

Interesting. What is the interior of the moon made of?
