This bill, if enacted, would probably be repealed shortly after it's put to first use as it would likely create an international crisis.  It's one thing to block stuff to the end-viewer China-style, but forcing the shutdown of the underlying infrastructure of these networks would also mean shutting down access to these networks worldwide.  And in cases of something like Google.CO.UK shutting down foreign networks by the authority of the President of the United States.

It wouldn't bode over well.

Also, if a network they shut down on the dime without any legal process happened to be a private corporation, it would most likely end up being shot down in court as unconstitutional.

But Congress often doesn't like giving the President alone power.  This gives the President power, not the government.  And Congress doesn't like that.

the people who were screaming the loudest under Bush generally seem to care the least now that the omnipotent, omniscient, all wise, all caring, all fair, all judicious, all trustworthy President Barack Obama is in power.

On what do you base that statement on? Which left-leaning sites and groups do you monitor? Daily Kos has been outspoken about their opposition to Obama's continuing Bush's bad practices. Liberals don't like this kind of stuff, assuming this bill is actually getting anywhere.

When you make unsubstantiated charges of hypocrisy, you should identify who you have in mind so that we can be sure it isn't a straw man.

Well, technically it would be in the hands of many...

But no, I understand the need for such an ability.  We've seen what has happened in Lithuania following DNS attacks.  The government should have some form of electronic-defense against attacks via the internet.  Now, this could possibly be done by hardware/software upgrades at sensitive locals (such as the power grid), and thus the need for such authority by the government becomes unnecessary.  However, until those upgrades are made, I can't see justifying a complete collapse of our way of life just so the government could NOT take temporary control of the internet.
