How would the 2000 election have gone if the US had a system were a candidate was only awarded the electoral votes of a state if they acheived 50% of the vote and if no candidate did get 50% in a state on election day, there would be a run-off in the below 50% states at a later date?
This would have been the map on the first election day. The green states are where no candidate got a majority on November 7th; Florida (as we all know) being the closest with Bush having an absolutely tiny lead. In the case of Maine, since Gore only got a majority in Maine 1st and not in the 2nd or statewide, a statewide runoff including the 1st district must be held. Gore leads Bush by 5 electoral votes after the November election.
How do the green states fall if there was another election in JUST those states four Tuesdays later on December 5th and the only candidates being Governor Bush and Vice President Gore?
