Amendment to the OSPR Regarding Parliamentary Behavior

Article 8; Senate Behavior is hereby added to the OSPR and subsequent sections re-numbered accordingly.

Article 8: Senate Behaviour is to read as follows:

Improper behaviour and the use of unparliamentary language by Senators is hereby forbidden in all Senate debates and votes.

Section 1: Improper Behavior

1. Improper behavior is defined as personal attacks on other Senators, blatantly false accusations, and lewd conduct.
2. Improper behavior during legislative debate in the Senate shall result in suspension from that chamber at the PPT's request.
3. The conditions of the suspension shall be determined at the PPT's discretion.
4. Following the PPT's decision on the matter, atleast three other Senators must then sign a certification of suspension from the chamber.

Section 2: Unparliamentary language

1. The words 'liar', 'asshole', 'jerk', 'pig', 'swine', 'coward' and 'traitor' are hereby considered to be unparliamentary language and shall not be used in any Senate debates and votes.
2. Use of the aforementioned words by a Senator shall result in a reminder of parliamentary etiquette by the PPT.
3. Further breaches of the terms in this Section by a Senator shall result in consequences to be determined by the PPT at such time.
4. Additional words can be added or words can be removed from the above list at any time by any Senator.

Section 2, Clause 4 is dodgy. Any Senator can remove words? Doesn't that eliminate the section's effectiveness?

Agreeing with Xahar, that gives a little bit too much power to the Senators. Maybe change it to the President, instead? That would be better, IMO...

I propse an amendment...

Does this not consolidate an incredible amount of power in the PPT? What if the PPT decides that according t §2.3 he can suspend membership to the Senate at will?

I'm sorry but there is just no scenario at all that would lead me to support this. Section 1 is kind of tolerable, but Section 2 is absurd. We're seriously restricting certain words? Seriously?

All legislatures do, as far as I know.

Yes, but that is ridiculous sometimes. Windvane is forbidden in Quebec legislature.

I oppose the existence of a precise list of forbidden words, but I will support than the PPT takes action if a member is clearly and violently offensive, if the VP is agreeing with him.

As previously stated I have grievenaces with many sections of this. I don't like the idea of "suspension" from the Senate. This could be easily politicised and used to remove certain Senators from a vote.

Finally I don't see a justificaiton for a "list of banned words". I recall no outbursts where this would be justified as a proper preventative measure.
