This guy may be a dick, but I don't think he should be hammered on this.  He voted against the appropriation because there was no comprehensive plan on how to spend it.  It really isn't a secret that Katrina aid dollars were irresponsibly spent.  And, for the record, King voted for a $10B aid package shortly before this.

I agree.  The guy obviously didn't vote against the aid because he had it out for the victims. 

Still, I would've voted for the aid.  You don't always have time to come up with a comprehensive plan before you approve the aid.

This is why it is important that we have plans in place for major disruptive disasters.. so all that is missing is the money.
