This is a story about what might have happened if some of the key leadership on the Vietnam War was different.

Assault on the USS New Orleans

The USS New Orleans had been ordered on June 6th, 1966 by President Lyndon Johnson to deliver nearly six hundred United States Marines onto the shore near the city of Can Tho to assist the South Vietnamese Forces in putting down limited North Vietnamese and Vietcong incursions on the border. A missile, fired from the jungles nearby, smashed into the New Orleans, causing an explosion on the deck of the New Orleans. Over one hundred and forty men were killed in the tragedy, and the United States was forced to withdraw from Can Tho without dropping its marines off. It was one of the worst tragedies in the history of the U.S. Military.

Ramifications of the USS New Orleans Disaster

The Johnson Administration received much negative press about the USS New Orleans Disaster. The President not needing any more unpopularity than he was already experiencing, was able to shift most of the blame to Kennedyite and Johnson critic, Defense Secretary Robert McNamara, who was then sacked. Johnson then proceeded to appoint one of the most prominent Democratic Hawks, and a close advisor Polish American Zbigniew Brzezinski to Secretary of Defense. The Brzezinski experience in the defense department would give the Johnson Administration a much needed boost in knowledgeable personal in the Vietnam War, which was quickly becoming a quagmire, and an unpopular one at that.

The Brzezinski Department of State

President Johnson’s unofficial advisor, Bobby Baker of South Carolina briefed the new Defense Secretary in a coffee shop in Washington D.C. on October 3rd. Baker had explained to Brzezinski that Johnson did not want the war to drag on much longer, but explained to Brzezinski the restrictions that Johnson had applied to Vietnam, including Nuclear Weapons.
 
Brzezinski then had his first meeting as Secretary of Defense with Lyndon Johnson on October 6th, where Brzezinski had thought up an increased bombing campaign against the North, focusing on cities, and large population centers to hopefully wear out the North Vietnamese before the US War effort wore out itself. He also asked permission to bomb the dikes in North Vietnam, which Lyndon Johnson refused, but did allow for Brzezinski to increase the bombing campaign in the North.

Brzezinski Theory on Vietnam

Secretary of Defense Brzezinski published the Brzezinski Theory to the Johnson Administration on December9th, 1966. The report gave Johnson a review of how the new Secretary of Defense saw how the War in Vietnam was going, and how Brzezinski planned to fix it. Brzezinski proposed a 1. Escalation of troop levels, and bombings in Vietnam, 2. Begin bombing the North more heavily, including the Dikes, and 3. Invasion of Laos, and cutting off of the Ho Chi Minh trail.

President Johnson met these plans aghast. The total cost of the Brzezinski Plan would cost many billions of dollars, and Johnson was afraid that the plan would infringe upon his large Liberal Domestic Program, the Great Society, not to mention he was incredibly nervous of Press Coverage of an US invasion of Laos, a neutral country. He was also afraid of the criticism he would get from the deaths of consequences of bombing the dikes.

While Brzezinski was a War-hawk, he was also a loyal Democrat, and fellow crusader of Johnson’s Great Society, and understood Johnson’s commitment to his Domestic masterpiece. Brzezinski was able to convince Johnson that it was better for the Great Society to spend more time on Vietnam now, and Domestic issues later.

Following several hours of talk about Defense affairs, President Johnson told Brzezinski that he would “Get back to him” on the green light on the Brzezinski plan. But Brzezinski appeared to have caught the allegiance of Bobby Baker, who will represent the plan to his good friend, and President, Lyndon Johnson.

Albuquerque Tragedy

President Johnson had felt that support for his war in Vietnam was still very low, and to ensure that the Democrats could hold the White House in 1968, Johnson traveled to Albuquerque, New Mexico to boost support for the Democratic Party on both Domestic Politics, and the war in Vietnam.

Thousands of War protesters gathered to meet their arch enemy (leader of the establishment) Lyndon Baines Johnson (or Judas, as the preferred). Hundreds of Federal Soldiers and New Mexican National Guardsmen flooded out to protect the President. While the President was speaking, a shot rang out, and all of a sudden, Guardsmen started shooting into the protesters, with four people being shot dead, and another twelve wounded. President Johnson was unharmed, and consoled their families.

On January 2nd, Johnson established the Domestic Violence Committee, lead by the Secretary of Defense, and joined by Senator Howard Baker (R- TN) and Edmond Muskie (D- ME) to provide an inquiry into the increase in Domestic troubles.
