Whilst Dorgan may face more of an electoral battle than usual if Hoeven runs due in part to the Republican lean of North Dakota, Inouye wouldn't be in any serious danger if Lingle was to challenge him, due in part to the Democratic lean of Hawaii.

I don't think Lingle-R is a clear favorite to win an open US Senate Seat race despite being a popular Governor. Getting elected to the Governorship of Hawaii- where the State legislature is overwhelmingly Democratic- Democrats have a veto proof majority in Hawaii. is much easier position for a Republican to win than a US Senate Seat from Hawaii- where voters will prefer the Democratic candidate.
