Well, it is pretty obvious that Reagan was precisely an opponent of individual rights.  Virtually all Republicans are more deleterious to said rights than any Democrat.

Unless you are talking about 'economic rights' such as property, etc., but those are clearly not rights - rather they are privileges - powers over one's fellow citizens.
