Yes, definitely.

Also, if Carter had been reelected in 1980, we certainly would have. He was in the process of implementing such a program, which was canceled and reversed by Reagan. The results of 1980 are in fact probably more responsible for the problems we have today than any election since (though 2000 is a close runner up).
