I've some difficulties to choose, since I don't know Atlasian history very well. I heard Phil was really an awful one, so let's go with him though I like him personally.

The wiki paints a harsh desciption of Siege40's Presidency

Siege's Presidency had been marred by missteps. During the first full month of his term he failed to deliver a State of the Forum address. Following related public criticism, the August address was made towards the end of the month.

Hurricane Katrina called on the President to take immediate action, however the Game Moderator had not yet assumed the post. On September 5, 2005 Katrina struck the Atlasian Gulf Goast in the Southeast. Eager to reclaim some dignity President Siege acted quickly to stem the crisis.

The final months of Siege's Presidency were marred with harsh criticism, and a brief secession crisis following the October 2005 Presidential Election.

To be fair to Phil he did make an impact on the game as President (unlike certain *cough*myself*cough*) others. An entirely and deeply negative one, though. But an impact all the same.
