The former. The bonus percentage and the momentum percentage are calculated separately from the campaign token total.

Home State Advantages

N.B. To avoid the risk of no candidates competing in certain states, I'm automatically entering your candidate into every contest with one campaign token each, which will

be deducted from your credit balance. You will not be able to withdraw that token from the primary, and you will not be able to win it back for your credit balance after the primary. This means that you still have the chance to win a primary even if you choose not to contest it, and therefore win a number of credits based on your margin of victory.
