The stated reason is earthquakes. It's unclear whether they will just go to another existing city or build a brand new one à la Brasilia.

The government likes symbolism. I wouldn't be surprised if Qom became capital.

Symbolic, yes, but also incredibly stupid. No way they move their largest city from on top of an earthquae zone to on top of a nuclear plant. It's stupid enough they put the nuclear plant under one of their holiest and most scholarly cities (although, for deterrence and propaganda reasons, this actually makes a lot of sense).

A matter of time after having read that yesterday, and thinking that yes, Qom would certainly be an accurate option, outside of the earthquake reason, it would also may be to have the govt in a more quiet place (less "green") than Tehran, Qom would still be a good option in that sens...
