I just learned Minneapolis does looking at my sample ballot. Apparently they set property taxes, not the City Council. I had never heard of them prior to now and there is a referendum to abolish them and let the City Council handle things, which I will vote for. What a waste.

Nassau County has an Assessment Department.  They don't set the property tax rates, but they assess the value of the property.  The County, town/city, village and school district then set the rates for their jurisdiction.  What is paid in property taxes is based off the value of your home, and the property tax rates in each particular jurisdiction.

Almost every jurisdiction in the country has a mechanism to assess property values and use those values to determine property tax rates. In most areas it's done by the county, but it can be done by cities as well.

The assessor is just the first step in the process. That office determines the property value to be used for tax purposes. The next step is to take the requested levies from the different units of government that are due property tax and divide them by the total assessed value of property in that jurisdiction to get a tax rate. The rate is then applied to each individual property to determine the actual tax. There is usually a mechanism for appeal of assessment or tax as well as part of the process.
