Hey, question

With the Watergate scandal brewing throughout 1973 and culminating in August 1974 was Nixon still ''in control'' so to speak throughout '73 and until August '74? I mean through '73 until August '74 was he able to exercise control and get things done in the government as he had been able to in say 1971 and 1972?  Did he have any political capital or power left?

Was there any major legislation passed, or executive actions taken (on domestic and economic policy), throughout 1973 until August 1974?

No, if so it wasn't much.

Not really.  He mostly left the country on a series of foreign policy excursions designed by Kissinger to assert Nixon's statesmanship and gravitas.  I'll repeat an earlier post I made on Nixon:

He aimed for what was politically expedient.  Sometimes this resulted in good policy; his overall effect on American democracy, however, is negative.

There were some foreign policy gems in this desperate trip, for example Nixon in China (although you have to give Mao some credit too).
