All four shall be elected to four-month terms; gubernatorial eletions shall take place two months after presidential elections. Perhaps we could do that. My reasoning was that if this was done, the National Assembly and President would generally agree. It would be fun to have them at odds; the President's powers, though few, relate to the National Assembly.

If it is a government sim, in the sense it's about Parliament everyone who is involved at least to start with should play an MP. It should be less concerned with elections.

Yes. We don't need redundancy. This should simulate a government, with a Parliament, an opposition, a cabinet and government and with simulated elections based on demographics etc.
