Why Genosse Franzl?

Probably has to do with the fact that Hannelore Kraft wants to give the long-time unemployed Hartz-4 receivers a chance by encouraging them to do some community work and therefore making it easier for them to find real work, rather than do it Westerwelle-style and forcing them to do the work.

Or is it something else ?

A couple of reasons:

1.) The whole incident surrounding Kraft's proposals to allow long-term unemployed people to perform some useful task for society is something I support. And the NRW-FDP, btw, also supports that proposal. The CDU is being extremely hypocritical by opposing something that could have been one of their own proposals. Apparently, according to them, it will "discourage" unemployed people because it gives them the feeling that they can't find a job.

Wrong, IMO. Work experience is worth a good deal, whether it's paid or not. Volunteer work while unemployed could be a useful tool to find a "real" job at some point in the future, and I see absolutely no legitimate reason to oppose that idea.

2.) I have a strong personal dislike for Jürgen Rüttgers. I don't particularly want to see him continue as Ministerpräsident after the election....and Hannelore Kraft isn't particularly terrible.

3.) I wouldn't mind CDU/FDP losing their Bundesrat majority. I opposed the tax cuts because I consider them irresponsible....and it's time to take away their total power.

4.) And now a stupid reason: I genuinely hope that SPD/Green can come back as a force in German politics. I'm so tired of hung parliaments because of the stupid Linke that either cause grand coalitions or "Jamaica". I don't oppose Jamaica, I think CDU-FDP-Green, or even CDU-Green can be a good combination....but I want political stability back.

I long for the days when it was CDU/FDP against SPD/Green. One winner, one loser.

I think it's important for SPD/Green to win something again at this point to prove it's still viable.

But that is unlikely to happen when Die Linke takes the 5% hurdle.

True, but I'm not convinced they will get in.

A new poll for Germany and the CDU/CSU/FDP coalition is in a all-time-low.

Forsa 24.03.2010

CDU: 32%
SPD: 25%
Greens: 15%
FDP: 8%
Left: 12%
Others: 8%

Right: 40%  Shocked
Left: 52%

56% of all Germans want the Great Coalition back and 45% of the CDU/CSU voters think a coalition with the SPD would be better.

Not much movement.

I only recently noticed that NRW has switched over to German standard two votes system. While keeping the number of single member constituencies relatively high.
Overhang mandates here we come. Roll Eyes (Though perhaps not this year, seeing how close CDU and SPD are.)

The overhang mandates would be compensated anyway. The only result would be a bloated Landtag.

Yes, I know that.
Of course, the whole point is affirmative action for the FDP (oh, and the Greens and the Left too, to a lesser extent.)

As long as you're going to do fixed lists anyways, a single vote is more democratic than two votes, which are basically a way of pressganging people into tactical votes that don't *exactly* reflect their wishes.
That makes 11 states plus the Bundestag with the same bullsh!t. Gimme open lists.

I completely agree.

Yes, though I think in a large state like NRW you should 'regionalize' the lists, to avoid a ballot with hundreds of candidates.

The latest polls have the SPD gaining a bit again.

FGW for ZDF:

CDU: 35.0%
SPD: 33.5%
GRE: 11.0%
FDP: 8.5%
LEFT: 6.0%
PIR: 3.0%
OTH: 3.0%

Infratest for ARD:

CDU: 37.5%
SPD: 33.0%
GRE: 12.0%
FDP: 7.5%
LEFT: 5.5%
OTH: 4.5%

Forsa for Stern:

CDU: 39%
SPD: 33%
GRE: 10%
FDP: 7%
LEFT: 6%
OTH: 5%

I guess only a SPD-Green-Left coalition is theoretically possible, which again is practically impossible ...

It will have to be a grand coalition then at the state level.

CDU+Greens may not be a majority either - it would have to be the "Jamaica coalition" or CDU, FDP and Greens - but I don't know if the Greens would be willing to play such a bit part in such a rightwing coalition.

IIRC, Greens formally ruled out 'Jamaica' on their party congress.

What did NRW have before?

As, I recall, list MPs in Baden-Württemberg are those candidates who came closest to winnig their cosntituency. What do other states do?

NRW currently has a CDU-FDP coalition with 101 out of 187 seats and before that NRW was a SPD stronghold.

This was the 2005 election map:
